The regional secretary of Housing, Josep Vicent Boira , has demanded before Juan Barios , coordinator of the Mediterranean Corridor of the Ministry of Public Works, "reformulate the radial model of Spanish infrastructure to get closer to a network model like the German one in which the spearhead of Spanish infrastructure is the Mediterranean Railway Corridor .
Boira made these statements during his speech at the V Mediterranean Railway Corridor Meeting organized by the newspaper Expansión in Barcelona and where he pointed out that "the changing Email Data environment of our world, which has shifted the center of gravity towards the East and other areas different from European ones; as well as the global communications network that is promoting globalization, makes it necessary for us to adapt our infrastructure model to the new situation and leave the traditional radial model behind .
For all these reasons, he has suggested the need to propose infrastructure planning in our country similar to what Germany has carried out with its 2030 Federal Transport Infrastructure Plan and which should be based, as he has pointed out, "on a more active participation of the autonomous communities, with more coordination in decision-making powers, especially in matters of territorial planning and urban planning .
In fact, as he has pointed out, " reality shows us a high correlation in OECD states between GDP growth and decentralization" which is why he has considered it a mistake "to think that a centralization of policies and infrastructure leads to better and greater economic development .
«The incontestable fact that moves us to request a change in the infrastructure model and at the same time a greater participation of the autonomous communities is that, according to the Regional Competitiveness Index of the European Union, all the regions of the Mediterranean Arc in the Spanish state "They have worsened their competitiveness between 2010 and 2016 ," he reiterated.
For this reason, the regional Secretary of Housing has once again called for a multi-annual Special Plan for the Mediterranean Railway Corridor that contemplates not only the infrastructure, but also the management of goods and passengers; the creation of a Ministry-autonomous communities commission to analyze the traffic of the Railway Corridor; as well as the inclusion of the Mediterranean Railway Corridor in two strategies of the Spanish Government: the Spanish Strategy for Climate Change and Clean Energy and in the Strategy for the Internationalization of the Spanish Economy 2017-2027 .
